Mspaint not starting after changing the system language

C:\ReactOS\System32\mspaint.exe not starting. 

Steps to reproduce:

1. Start ReactOS setup with English (US) language

2. Change language to Russian (Ukrainian, Bulgarian, ...) in the GUI installer > Language Options and continue the installation

Please note: you can do this step after ReactOS installation via Control Panel

Actual result: error message.
