Implement ReactOS equivalent of WSL

Ability to run Linux applications unchanged just like Windows 10.
Since both ReactOS and Linux kernels are licensed under GPLv2, ENIW's translation layer can directly delegate to Linux kernel where needed instead of reverse-engineering Linux like WSL did.
