"System" process loads CPU on 100% after installing Ralink wifi driver and OS can't reboot or shutdown

If driver not installed, the system reboots/shutdowns normally. After installing driver him state is "device works normally". But after forced reboot the driver state became as "unknown". OS was running in debug mode, because in normal mode she can't inicializate display. I've tested this on real hardware. In VM driver on this device can't install. Configuration of my PC: Intel Celeron CPU 2.80 GHz, 2 GB RAM DDR4, Intel Express Chipset with 128 MB video RAM, ATA Samsung HDD 40 GB, Ralink 802.11 n wifi adapter. Driver: 217333_20872379_d54752d8e9807760bb27877a92ce7f1f5ee6adcb.cab.
P.S.: Driver for XP/2003 placed in XPVista folder.
UPD: In Logfile mode driver installs normally, but not works. Also there are two devices displayed in Device Manager after installing a driver. And after installing and reboot driver all the same doesn't works. See attached photos.
