Third-party Control Panel items cannot be opened

    Description

      Builtin Control Panel items (*.cpl files) opens by Control Panel successfully. But third-party *.cpl files (aka from WIndows XP/2003 and from third-party software, same as Adobe Flash Player) cannot  be opened. Debug log is attached. See ReactOS-2017-08-08T11-52-18-644347000Z.webm.
