Testbot Hangs on wininet:http

R75947 introduced two new sub-tests to the wininet:http wine test. These were "test_redirect" and "test_persistent_connection". Both of these seem to cause ReactOS to hang resulting in testbot rebooting. The attached patch disables these two new tests and their associated functions until a suitable fix can be found. "test_persistent_connection" also causes hangs in R75945 and notification.c.patch disables it.
