[RAPPS-DB] Miranda IM link is down

2017-11-05 the Miranda 0.10.48 link is down.

When replacing the link, eventually it makes sense to downgrade to an older Miranda like 0.10.21 which works fine compared to 0.10.48 (which did never work until now).
We always failed with 0.10.48 by misdetection of MSVCR90.dll missing even after installing "Microsoft Visual C++ 2008 Redistributable SP1". I guess 0.10.21 was still built against older MSVC libs.
