Wise Installer draws scrollbars enabled while they should be drawn disabled

      reactOS 0.4.7RC1
      I note this because we have many scrollbar issues and this is a very subtle observation here.
      The Wise Installer of LBreakout and LMarbles have a page where ros displays the scrollbars enabled, but 2k3 draws them disabled.

      Personally I don't care much for that here, but eventually it helps us to fix some more severe stuff otherwhere that is broken because of that difference.
