WinPcap doesn't capture outcoming packets

Tested on 0.4.8-dev-190-g142e977, it captures only incoming packets.

Steps to reproduce:

• Use VirtualBox with PCnet-FAST III (Am79C973) as emulated network inferface (important)
• Install ReactOS from Boot CD
• Install Wireshark, either version 1.10.14 or 1.7.1 (both reproduced)
  • https://www.wireshark.org/download/win32/all-versions/Wireshark-win32-1.10.14.exe (smaller, installs faster)
  • https://www.wireshark.org/download/win32/all-versions/Wireshark-win32-1.7.1.exe
• Wireshark will install WinPcap 4.1.3 with itself

Also tested WinPcap 4.1.2 and older 3.1 - same behaviour.

In Windows XP and 2003 everything works correctly. Debug log attached: ROS.log
