C++ 2012/C++ 2013 runtimes fail to install after .net 2.0 + SP2 are installed

    Description

      The C++ 2012 and 2013 runtimes can be installed without problems on a vanilla ROS 0.4.7.

      But trying to install them after .net 2.0 and its SP2 have been installed via RAPPS will result in either the download dialog dialog quickly disappearing or disappearing after "File validation". In both cases, the actual setup dialog is never shown.
      A C++ 2013 setup downloaded from MS directly and executed will not do anything either (not show a dialog or such).
      (This effect is similar to the one described in the closed CORE-12346.)

      I checked with ROS 0.4.6 and had the same issue there.
