Add a 'tasks' toolbar

    Description

      The tasks pane (from 2k3 and xp) is largely undocumented.
      Vista+ has a nice documented interface that lets shell extensions add commands to the toolbar.

      By implementing support for this vista+ interface as separate toolbar, we can test the toolbar on windows and use it in reactos as replacement of the task pane. (Giannis's idea).

      The documented interfaces we would need to support are:

      IExplorerCommand / IExplorerCommandProvider

      The suggested location for the shell extension is browseui
