FltMgr missing - Avira Antivir 10.0.0.561 does not recognize us being newer Windows 2000 SP4 update rollup 1

I tested ros gcc dbg 0.4.8-dev-624-g48382d1 against Avira Antivir 10.0.0.561 from http://www.oldversion.com/windows/avira-antivir-10-0-0-561

The setup enforces us to "Report as Workstation" to continue, after I did that, the
setup starts and extracts its files.
Then it complains about us not being >= Windows 2000 SP4 update rollup 1, error 20

I tried to use our compatibility tab to fake Version XPSP3 and Windows2000. Both did not help.
We found out that Antivir does a failing feature-check for fltmgr here
Fixing the ticket would us require to implement and ship that.
