Reproduction steps:
open cmd via desktop link (default is windowed mode)
notice there is only a vertical scrollbar but no horizontal one and notice the width of the window
minimize the window
restore the window
The window width is erroneously reduced, contents do not longer fit and we have an undesired horizontal scrollbar now.
Maybe the width that is consumed by the vertical scrollbar is not taken into account correctly upon restore, leading to the window becoming smaller?

Upon restore ros logs the following:
