[TRACERT] PATCH convert to conutils and update de-DE

I attach my patch here that aims to convert to conutils for proper localization.
In my example I did german translation.
Also converted the de-DE.rc file to UTF8

tracert.patch
tracert_patched.PNG looks promising.

This is WIP (as all rc files should be changed at the same time).
