Paint.NET v3.5.11 installer crashes

    Description

      The installer for Paint.NET v3.5.11 crashes after the initial extraction process. No error dialogs; the process just terminates.

      It used to be possible to successfully install paint.net, and bisecting found that the issue started with r74005.
