Unable to shrink the taskbar because a toolbar magically appears.

    Description

      1. Enable quick launch toolbar.
      2. increase the size by one.
      3. Try to decrease the size
      4. A toolbar magically goes to the bottom, preventing you from re-sizing it back down.
