RAPPS caused assertion (and "hang" ROS) after change system language from English to Russian.

I installed ROS in the English version. Launched RAPPS. Closed RAPPS. Changed the system language in "Regional Options" to Russian. Reboot the system. After reboot, I tried to start RAPPS, the application caused the error (see screen shot).

I tested revision 481, the "Application Error" window sometimes appeared with the Russian word "Отмена" and sometimes with the English word "Cancel" (the displayed word looks random). But I could not get the "hang" of the system. In revision 700+, the system freezes if I press the Cancel button. This looks like a regression.

P.S. I'll post debuglog revision 700 here. When I have time, try to find the guality revision.
