RControlService() should support SERVICE_CONTROL_SHUTDOWN explicitly

SERVICE_CONTROL_SHUTDOWN is explicitly supported at:

• ScmAutoShutdownServices()
• Control()

And has default support at:

• RControlService()

The current flow seems to be:
Control() -> ControlService() -> RControlService() -> ERROR_INVALID_PARAMETER

Whether this is correct or to-be-fixed behavior, I suggest to add an explicit case SERVICE_CONTROL_SHUTDOWN:...
