Test:

First, the Aero Vista theme was applied

Then applied the theme Luna
As a result, the background color of the tooltips remained bluish instead of yellowish.

In Windows XP, after the same actions, the background color of the tooltips is correct - yellowish.

In ReactOS, this error is retained even after the system is rebooted.

Note:
If after applying the Aero Vista theme
apply a classic theme, and then
apply the theme of Luna,
then the color of the tooltips becomes correct - yellowish.
