Automatic logon continues after failed attempt

How to reproduce:

1. Install ReactOS with default settings (Administrator with empty password)
2. Change Administrator password (Control Panel => User Accounts)
3. Reboot
4.  "The system could not log you on." expected error appears
5.  Press OK, the logon window appears
6.  Press Cancel, the same error appears again

Expected behaviour: Ctrl+Alt+Del window should appear instead.

Note that I didn't tested how it behaves on Windows 2003.
