Save File Dialog does not show up in several accessory programs

    Description

      When you select the "Save As..." or "Export..." menu items in Notepad, Paint or the registry editor, nothing happens.
      Interestingly, the "Save As..." menu item in Wordpad still works.
      This bug is at most three or four days old.
