Uninstalling MS .NET 4 seemingly works, but does not properly remove the "ASP.NET state service"

      ros 0.4.9-RC-33-gea76ef8 gcc dbg

      Reproduction steps
      -Install "Microsoft .NET 4.0" from rapps
      -reboot at end of setup like it requests
      -uninstall "Extended profile" from rapps (do not reboot at end of uninstall)
      -uninstall "Client profile" from rapps (reboot at end of uninstall)
      -open "servman.exe"
      0.4.9-RC-33-gea76ef8__Net4_install_reboot_uninstall_reboot.log

      Expected result
      -"ASP.NET state service" does not exist anymore

      Observed result
      -"ASP.NET state service" does still exist

      I tested the same sequence against Win 2k3sp2 + same .NET4 installer and there that service is not left behind

      ngen Logs from 2k3:
      ngen_2k3sp2.log
      ngen_service_2k3sp2.log

      ngen Logs from ros:
      ngen-ros.log
      ngen_service.log does not exist after performing this sequence on ros

      Side-Note: .NET2.0 & .NET 2.0SP2 are affected the same way
