Theme preview sizing bug (appearance tab in desk.cpl)

    Description

      ReactOS does not respect the size of bitmaps when showing a preview of the theme in desk.cpl; with bitmaps being layered on top of each other. not a big deal but somewhat annoying. screenshots of ReactOS compared to XP SP3

      Tested build 0.4.10-dev-259-g3189ec9.
