Regression: regsvr32 can no longer register dlls

      Description

      Before fixing CORE-14790, in ff63ef3 (0.4.10-dev-418) it worked only with full path to regsvr32: C:\ReactOS\system32\regsvr32 dllname.dll, without writing this path, it didn't work. After fixing that issue, regsvr32 can't register any dll at all, with or without the full path. After trying to do it, appears an error that the dll filename is not specified. It's present since bfcbda2 (0.4.10-dev-419) (commit [bfcbda227f99c1b59e8ed71f5e0f59f793d496a1|https://github.com/reactos/reactos/commit/bfcbda227f99c1b59e8ed71f5e0f59f793d496a1]). For example, I tried to register amstream.dll library. See attached screenshots and debug log.
