Run Command (Win-R) is case-sensitive for non-latin symbols

Steps to reproduce:

1. Try to run any program via Run Command. Path to program should contains any non-latin letters, e.g. :
"c:\documents and settings\administrator\рабочий стол\flashnote 7+\flashnote-portable.exe"

In Russian localization Desktop folder named as "Рабочий стол" (first capital letter), however this string contains all symbols in lower case now.

Expected result: the program was started

Actual result: error "The file not found"

 
2. Edit one letter in the path: 

"c:\documents and settings\administrator\Рабочий стол\flashnote 7+\flashnote-portable.exe"

 (first letter of "Рабочий стол" folder in uppercase now)

Result: the program was successfully started.
