ReactOS deletes the pagefile upon shutdown since 0.4.10-dev-470-g3814a82

Since 0.4.10-dev-470-g3814a82 ReactOS deletes the pagefile upon shutdown.

From a blinkered technical perspective this is a regression. ReactOS did not do that before and also Windows does not act like that.
I don't expect many applications relying on the correct way to do this, so this is rated only trivial.

Heis Spiter the reason for doing so was to allow readjustment of pagefile.sys size, or something else?
