Improve package generation cmake code

Currently, both boot/bootdata/packages/reactos.dff.in and sdk/cmake/CMakeMacros.cmake contain the same list of directories.
Both are used from boot/bootdata/packages/CMakeLists.txt

•  Investigate which ID's are reserved (used by other installers)
• Remove everything else
• Auto-generate the rest of the id's on demand.
