Long time to shutdown after installing .NET Framework

Details

    Description

      Steps to reproduce:

      1. Install .NET Framework 2.0, 2.0 SP2 or 4.0 from rapps
      2. After finishing, click "Restart Now"
      3. You are now stuck with "Saving your settings" message for a couple of minutes (but after that it restarts fine)

      All subsequent reboots are normal

      Tested with 653a9be05bebd56ab50baedfe4b7f0e2c2a0e650
