Command prompt overwrites input string on Ctrl+C

How to reproduce:

1. Enter very long input string, so it will take up to 3 lines of console
2. Hit Home key to move the caret to the beginning of string
3. Hit Ctrl+C or Ctrl+Break

Expected behaviour:

 One new line is added after the last line of input string

Observed behaviour:

 Command prompt always appears at two lines below the previous prompt position, thus rewriting the input string
