newer "Inkscape 0.92.3" is unusable due to WIN32SS message queue lockup

I was pleasently surprised to see this app actually starting up at all after 1-2mins of waiting.
(older versions used to be affected by CORE-11032)

However, after the GUI showed up, there was no interaction possible with the app.

The app should not entirely lock our Win32SS like in 2k3sp2_ok.webm
