"Microsoft Visual C++ 2013 Redistributable (v12.0)" installer does not even start anymore

    Description

      0.4.10-RC-30-g51a70dc gcc dbg lin

      "Microsoft Visual C++ 2013 Redistributable (v12.0)" from rapps.
      The installer does not even start anymore, virtually "nothing" happens.
      0.4.10-RC-30-g51a70dc.log contains nothing interesting.

      I could still successfully install the app with 0.4.9RC33, therefore I suspect a regression.
      Eventually CORE-15238 is related?
