[USER32] mIRC 6.35 options dlg - unintended scrollbars that are not clickable

    Description

      mIRC 6.35 from rapps
      0.4.10-RC-30-g51a70dc gcc dbg lin is affected
      I observed the issue already in 0.4.9RC35, (but I doubt that this ever worked up to now)

      Observed result
      The options dlg shows 2scrollbars, both drawn enabled.
      The scroll-triangles are not sensitive to clicks (they not even get pushed as if they would not exist).

      Expected result
      Vertical one should be drawn disabled, horizontal one should not exist at all.

      Dragging the window offscreen and back does not make the scrollbars vanish (implying that this is no redraw issue).

      The ticket is related to CORE-16163 because the win32ss/user/user32/windows/defwnd.c part within commit 0.4.15-dev-99-gad591d0 does fix the bug.
