Persistent network drives are mounted everytime MPR is loaded

Due to our current implementation, the persistent connections are enumerated and thus, connected each time an application/DLL linked to MPR is started.

This creates useless noise, and should be moved to winlogon, after persistent connections enumeration is implemented.
