Photofiltr 7.2.1, misses redraw while dragging the selection rectangle

Observed result
The app does not redraw the view while dragging with the selection rectangle, therefore duplicating the rectangle, until we stop the dragging. When releasing the mouse-button, the redraw does occur.

0.4.10-RC-30-g51a70dc__missesRedraw.log will not help, as nothing gets logged while dragging.

Expected result
Windows XP SP3 handles the scenario fine.

The issue reminds me a bit of CORE-12208.
It did not break recently, I noticed it already in 0.4.9RC35 tests.
