Putty 0.70 msi installer fails to display readme.txt at end of setup (after PsPad was installed and uninstalled before)

    Description

      0.4.10-RC-30-g51a70dc gcc dbg lin
      Putty 0.70 from rapps, the one with the msi setup (there are different ones)

      At last page of setup, there is an option to view the readme.txt, when checked, the readme will not open.

      I really wonder, whether we have a regression here, because the following ticket mentioned that being fixed (and in the end even mentions it being fixed for that exact putty setup version), see my own comment
      Important: We should not mix the two different installers here when discussing this!
