1st stage setup freezes when the expected file is missing

    Description

      ReactOS 1st stage setup (USETUP) freezes during file copy process when the expected file on install media is missing. On Windows 2003, there is an error message with the missing file instead.

       

      To reproduce:
      Remove the BootCD image/CD during file copy process.

      Tested with ReactOS 0.4.12-dev-110-g4a8c57f-gcc
