EXPLORER: Not possible to activate another window if menu is opened

Tested on reactos-bootcd-0.4.12-dev-195-g079f702-x86-gcc-lin-dbg.

After using some elements in explorer window it is not possible to activate or drag another window with one click. Possible only after two clicks.
These elements are:

• Drop-down address button.
• Window menu.
• Right-click (RMB) menu.
• Taskbar element menu.
  They have to be closed first.
  Correct behavior is:
  Clicking once closes the element and instantly activates another window.
