Change licensing terms for ReactOS

Due to the lack of motivation. I think the reactos license needs to be changed. Too much abuse, politics, argumentative, agenda pushing people on the bug tracker. Particularly in the usernames sections. Either remove them, change license terms or change JIRA terms and conditions regarding user names. I will not tolerate tgis. And at this rate we might as well just send the whole if ReactOS to Microsoft.
