[NOTEPAD] does not properly detect and display txt-files encoded in UTF8 without BOM

      When displaying the following LIESMICH.txt (taken from ScummVM 2.0)

      Observed result
      liesmich.png
      Our notepad does not display the file correctly (e.g. characters äöü- are rendered wrong).

      Expected result
      xpsp3_liesmich.png
      WinXPSP3 notepad has some heuristics to detect the encoding of a txt-file and therefore displays the file properly.
      Request is to implement a similar heuristic for ros notepad.
