Access violation when running "net localgroup"

    Description

      Encountered an error while creating a user account from the command prompt. I you find this issue already had a ticket, feel free to close this one.

      I guess the "net" command is not yet fully developed. So I am posting it here as reference only.

      Error specifically when adding a user in the local group "net localgroup". Please refer to the attached screenshot (and debug file).

      ReactOS 0.4.10 running under VirtualBox 5.2.24
