Gimp 2.8.22 from rapps hangs after startup with 90%-100% CPU usage

"ros 0.4.11-RC-33-gb27a643 gcc dbg linux" + Gimp 2.8.22 is affected

The problem is known since a long time and I first observed it personally with
"ros 0.4.0 release against older Gimp 2.8.14"
The problem did never change in ros during the last years and always happened since at least the year 2015. I tested that many times.

Reproduction steps
-install MS Visual C++ Runtime 2008 SP1 from rapps (the app needs it, but does not seem to deploy it itself)
-install Gimp 2.8.22 from https://download.gimp.org/pub/gimp/v2.8/windows/gimp-2.8.22-setup.exe SHA1 cf6fa10746a056ac728a83bd0121b83d645423de
-run Gimp via its desktop shortcut
-When the app finished its loading splash screen and properly shows its main UI
It will stop responding to any user input, and hangs there with almost 100% CPU utilization

Sidenote
Contrary it is known (and I tested myself before on same ros revision that hang endlessly when trying to run Gimp 2.8.x) that the older Gimp 2.6.11 was never affected from this problem. I do not know, what's more easy for ros with that historic version of Gimp.
