git-cmd has broken caret- and text-position that change dynamically

Reproduction steps
-install Git 2.10.0 from rapps
-run "Git cmd" from startmenu (git-cmd.exe)

Expected result
Caret positions and text should feel natural

(Please notice that there is no blue header line created in XPSP3)

Observed result
We draw an unintended blue header line, which might play a role here.
Initially the caret is within that header-line.
The blinking caret and the ">" character are placed too far to the right, but jump to the correct position when you press enter. It seems to affect only the line, that is the current one upon typing.
