"setup of Gnucash 2.6.21" is a Delphi-application
Reproduction steps
-Run the setup of Gnucash 2.6.21 from rapps.
-the first dlg is a language-selection
Observed result
The app shows no taskbar pane then
But as soon as I use Alt+Tab to invoke the taskswitcher to activate it again, then it suddenly creates the taskbar pane.

Expected result
App has a taskbar pane right have starting it.
