sporadic issue, Java JRE 6u45 setup hangs endlessly in taskmgr before it even shows its GUI when started via rapps, but starting it another time from filebrowser works

Java JRE 6u45 setup hangs endlessly in taskmgr when started via rapps, but starting it another time from filebrowser works.
I tried that 4times (with fresh ros setup inbetween each)
3 times it failed
1 time it worked
a sporadic issue

Reproduction steps
-Install ros, 1st, 2nd, 3rd stage
-start rapps and double-click "Java Runtime Env JRE 6u45"
-the app will download and the setup exe starts

Expected result
JRE setup will show its GUI

Observed result
You can wait up to 20minutes but the setups GUI will never show up, but the process keeps running in taskmgr.

When you then kill the setup via taskmgr and start it another time from filebrowser, the setup will properly show its GUI.
