gdi32: SetTextAlign(hDC, TA_UPDATECP) does not work

    Description

      SetTextAlign(hDc, TA_UPDATECP) does not make TextOut()
      use (and update) the current dc position and ignore its
      X and Y parameters (which is what should happen).
