RPCSS and DcomLaunch should share DLL

In W2K3, the two services RPCSS and DcomLaunch share the same DLL (rpcss.dll) and are both started as svchost services. One as network service, the second one as local system service.
Given the way rpcss is written (as a complexe EXE service), it's not possible to do it for now, it should be done later on for better compatibility when both services are extended.
