Minor Description
This compatibility fix will prevent specified DLLs from being loaded by the LoadLibrary API.

This may be useful for applications that have fallback mechanisms for features that are not supported.
|
In addition, it reduces the error mode so library problems won't cause the system to generate an error dialog.
