[usetup/unattend] Wine Mono Test app does not start up (affects only local builds that use specific unattend.inf)

    Description

      Reproduction steps
      -download the Wine Mono Test app from CORE-9612 https://jira.reactos.org/secure/attachment/29421/WINE%20.NET%20Framework%20Test.zip
      -download "Wine Mono 4.5.6" from rapps
      -it will install silently and the installation is done after ros logged

      fixme:(dll/win32/msi/package.c:1817) internal UI not implemented for message 0x0b000000 (UI level = 5)

      -no need to reboot
      -now try to start the Test app

      Expected result
      The app starts up like
      0.4.12-dev-8-g958ae44__ok.png gcc dbg linux with default unattend.inf
      0.4.12-dev-8-g958ae44__ok.log gcc dbg linux with default unattend.inf

      Observed result
      The app does not start up, nothing but error logging
      0.4.12-dev-856-g98b7ecd__failed.log when building with attached unattend.inf
      the attached unattend.inf is a necessary trigger to make the problem happen
      The following line caught my attention:

      err:(dll/win32/mscoree/metahost.c:298) Process exited with a Mono runtime loaded.

      Pro-tip: both log files can be easily compared by a diff utility.
