Dragging EXE files rarely causes a plus cursor (dragged 3exe files and a folder within the same drive)

In dragging multiple EXE files, sometimes the cursor became a plus mark cursor and it causes copy operation rather than move operation. Pressing Ctrl made it fix to a move cursor.
