Assertion failed when attempting to run Windows 98 explorer.exe in compatibility mode.

    Description

      I tried to run Windows 98 explorer.exe in Windows 98 compatibility mode. However, this causes an assertion failed error. Without compatibility mode, it just crashes regularly. I have attached a debug log.
