Implement Utility Manager (Accessibility)

Utility Manager is a small application where you can start/stop Accessibility programs. Both Windows XP and Server 2003 have it whereas we don't in ReactOS.

I decided to take the first step and develop the software. This is work in progress and the status can be found there, in the following URL:
